The majority shareholders (politicians) create wars everywhere to raise the value of their stock. That's what US foreign policy is all about: increasing share value. If terrorists (whoever?) get hold of the stuff, that's 'great' for the US Arms industry and politicians as it's another business opportunity opening up.
